Playing In Dick Sleep

Numbers do not lie. Flooding

Hi!

The statutory obligation to maintain contact with voters Councilor I informed that it has developed the Economic Program for Municipal Kedzierzyn - Kozle. It is at least 500 jobs and increased income for the municipality not less than 40 million dollars per year (carefully counting).

The program, based on the idea of \u200b\u200blocal economic patriotism has been recommended by prof. dr hab. Janusz Sobonia and Dr. Margaret Kaliczyńskiej.

In a nutshell: The purchaser to products produced in our city, in the absence of producers of goods in Kedzierzy - Koźle, satisfying the market expectation (and thus possessing the means for their purchase) is built in its area plants, which produce goods mentioned. Due to the fact that consumer confidence in the product depends on price and quality products, subsidiaries Kędzierzyn - Kozielsk Industrial Park (commercial companies a majority of municipalities, it is the parent company) will be comparable price and quality with products of manufacturers producing them away, even outside the country. The involvement of the city budget in the implementation of the Programme closes expenditure of around EUR 50 million zł (this can be done as a one-time or over a period of five years, 10 million per year), and it is also part of the subroutine associated with housing (1,100 dwellings in 4 years).

involvement in the city budget to implement the program closes spend on average about 50 million zł (this can be done as a one-time or over a period of five years, 10 million per year).

went into possession of information which gives a chance that the design of the project within the European Union budget for 2012 and beyond, will be introduced to enable the task of financing business ventures identical to the Programme of mine, reducing the burden on the municipal budget. Keeping

standard municipal revenue sources described in the regulations as mandatory, except for alternatives, but the law is not prohibited to run a financial disaster municipality. - That's why I developed program is mentioned, in order to save, and even the development of our city.

Numbers do not lie, and these are alarming:

- municipalities own revenues are falling - in the last three years an average annual rate of 2,000,000 zł,

- current expenses are rising - in the last three years, an average of 8 million zł year,

- debt from loans increased from 25 million zł in 2008 to 72 million zł in 2010, in which the municipality incurred a loan of EUR 26 million zł,

- annual installment of municipal loans to 16 million zł in 2010, when in 2009 was "only" 10 million zł.

In other words, the city lives on credit, that their spending does not generate revenue only new costs. Two more such loans and will exceed the credit community. No one city does not give any credit. Then, assuming that income is not falling and rising current expenditure does not remain zł 12 million a year on ... just for what?

This, for example, not enough to maintain the municipal education in their present form by the municipality subsidizes each year in the amount of 18 million zł ... In short I think term risk of dismissal of about 300 teachers, due to projected lack of money for municipal financing of education. It's sad ... but you can not bury their heads in the sand. You have to say this out loud. I know, is unpopular, many do not have the courage ... but at idle the sword of Damocles will fall ... and not only for education ...

I want to prevent it. The only salvation is the implementation of the Programme for Municipal Economic Kedzierzyn - Kozle. Then continue to the present state of ownership and the development of a city.

Regards. Richard
Masalski - City Council Cllr Kedzierzyn - Koźle
