Here are some arguments to justify my objection to the granting of Mayor discharge Kedzierzyn - Kozle for implementing the city's budget for 2009.

At 31 December 2009, compared with the original budget adopted by the City Council on Feb. 5 execution of budgeted income and expenditure and revenues and expenses are presented as follows:
- Total revenues and income: 219,484,522, 34 zł , it is more from the assumptions of the original plan of 5 February 2009 at 2,905,748, 34 zł,
- total expenditures and outlays: 212518329, 34 zł, it is less than the assumptions of the original plan of 5 February 2009 at 4,060,444, 66 zł.
One of the arguments of the President Cities, convincing the City Council to several changes in the city budget in 2009, which resulted in the deletion of some tasks from the city budget, adopted by the City Council on 5 February 2009 was a concern about the possibility of lack of funds necessary to cover the cost of all the tasks described in the budget original. Please remember to party presidential screamed loudly that the City Council increased the planned income with no ground rules. In formal terms there can be no objections to the President, but I regret to the President that despite the availability of financial capacity to perform the tasks described in the original budget did not express the will of their reach. Not only that, although higher income was achieved, has not been over 4,000,000 zł.

I have doubts about the competent execution of the task, and this increases the persistent refusal of the official, subordinate to the Mayor in carrying out several tests to help in a way that no invasive check the quality of the surface, including a test to bounce the ball on the playing fields for playing soccer and volleyball and basketball ( rebound too high or too low already informed about the bad roads pitches).
